William C. Boyd


Councilman Boyd was elected to the City Council in November 2007. 

A lifelong resident of Memphis, Boyd attended the public schools at Cummings Elementary and South Side High.  He also attended Memphis State University (College of Business), University of Tennessee (Real Estate) State Technical Institute (Computer Technology) and Tennessee State University (Accredited Rule 31 Mediator). 

Mr. Boyd has been an active participant, and leader in the following three churches where he, his wife Regina and family, have been members and where he has served as Chairman of the Stewardship Committee, Sr. Warden, President of the Men’s Club, Sunday School Teacher and member of the Bishop’s Standing Committee.  He and his wife Regina have two daughters, Jamie and Shannon and four grandchildren, Lauren, McKenzie, Hannah and Hadley and they are all members of Hope Presbyterian Church where Mr. Boyd serves on the Coffee Service Team and the Scrub Team.

Mr. Boyd was honored to have been selected as the “2009 Governmental Public Servant of the Year of Memphis and Shelby County” by the Rotary Club of Memphis East and chosen as the “2010 Memphis Senior Citizen of the Year” for leadership and service through civic groups and governmental service by the Kiwanis Club of Memphis.

Councilman Boyd has been recognized for his service and leadership and some of those awards are as follows:  The Dr. James W. Bodley Annual Americanism Award presented by the American Legion; Outstanding Citizen of the Year by Big Brothers & Big Sisters of Memphis; Assessor of the Year for the State of Tennessee; The Outstanding Jaycee of the Year by the Memphis Jaycees; Jaycee of the Year by the Tennessee Jaycees; Life Membership Award by Tennessee Jaycees; Junior Chamber International Senator, highest honor of the U.S. Jaycees; Memphis Kiwanian of the Year; Kiwanis International Distinguished President; Kiwanis International Distinguished Lt. Governor Award; Kiwanis International Life Membership Award.

Mr. Boyd is the former West Tennessee Regional Coordinator of Worker Compensation, former General Manager, Naegele Outdoor Advertising Co., former Shelby County Assessor of Property elected to three 4-year terms.  He served as Director of Public Service, appointed by Mayor Wyeth Chandler, was the Construction Coordinator of the Commerce Square Office Building Project, served as the Administrative Assistant to the Commissioner of Public Service Hunter Lane, Jr.  He was the first Abstract Department manager of Security Title Company when they first located in Memphis. 

Mr. Boyd has served in the following professional organizations:  Memphis Board of Realtors (Planning Committee), Memphis Building Owners and Managers Association (Vice President) Outdoor Advertising Association of Tennessee, Political Action Committee (Chairman), Legislative Committee of Tennessee Association of Assessing Officials (Chairman), Conference of County Officials Association of Tennessee (Chairman), Memphis City Council Government Consolidation Review Committee. 

Mr. Boyd has also served as a voting member of the following Commissions and Boards of Trustees:  Memphis and Shelby County Port Commission, The Memphis and Shelby County Crime Commission, Memphis and Shelby County Convention Center Commission, Memphis Public Library Board of Trustees, Shelby County Board of Equalization, and he served as an ex-officio member of the Mid-South Coliseum Board of Commissioners, the Memphis River Front Harbor Commission and the Memphis in May Board of Directors.

Councilman Boyd has served his community on the following boards:  Goodwill Industries (Treasurer), Arthritis Foundation (Chairman of Fundraising), The Memphis State University Highland Hundred (President), Big Brothers/Big Sisters (Chairman of Fundraising), Greater Memphis State Inc. (Second Vice President) and U of M Society Inc (First Vice President) – both academic support groups, Tennessee Jaycees (Treasurer) Memphis Jaycees (Vice President) South Side High Booster Club (President), Leadership Memphis (Chairman of Selection Committee), Kiwanis Club of Memphis (President) Kiwanis Division (Lt. Governor), Kiwanis District of West Tennessee, Mississippi, and Louisiana (District Governor), Miss Teen USA pageant held in Memphis on National Television (Executive Committee), Liberty Bowl, Mid-South Fair, National Football Foundation, Cordova The Town Homeowner’s Association (Vice President). 

Mr. Boyd is a current member of the following organizations:  U of M Tiger Scholarship Fund; U of M Rebounders Club; U of M Friends of the Library; U of M Bullpen Club; U of M Foundation, Highland Hundred Club, Memphis Music Foundation, Friends of Levitt Shell, Sea Isle Park Neighborhood Association, Shelby Farms Conservancy, Park Friends, Inc. the West Tennessee Historical Society, the Chickasaw Basin Authority Board of Directors and the Downtown Memphis Commission.
