Alcohol Commission
The Alcohol Commission is charged with administering the laws relating to the sale of beer and approving retail liquor locations in the city.

Citizen Law Enforcement Review Board
The Citizen Law Enforcement Review Board's primary goal is to review grievances of citizens who have complaints against any member of the Memphis Police Department.

Civil Service Commission
The Civil Service Commission conducts hearings to review disciplinary actions, limited to suspensions, dismissals, or demotions of any employees not exempted from the provisions of this article.

Fire Department Board of Appeals
The Fire Department Board of Adjustments and Appeals is established by the Fire Code which is adopted through City Ordinance.  This Board is responsible for an appeal of any fire official's ruling, opinion or interpretation of the Fire Code and associated rules.   Whenever it is claimed that the provisions of the enforced fire code do not apply, or that any equally good or more desirable form of installation can be employed in any specific case, or when it is claimed that the true intent and meaning of the code or any of the regulations there under have been misconstrued or incorrectly interpreted, the owner of such building or structure, or his authorized agent, may appeal from the decision of the Fire Official to the Board of Adjustments and Appeals.  The decision of the Board is final, subject to such remedy as any aggrieved party might have at law or in equity.

Health, Education and Housing Facility Board
The Health, Education and Housing Facility Board a public nonprofit corporation issues tax exempt revenue bonds for the development or rehabilitation of multifamily housing facilities to be occupied, according to the state statute by persons of low and /or moderated income, and/or elderly and /or handicapped persons.

Memphis Area Transit Authority
The members of the transit authority board shall have authority to supervise the operation of the transit system.

Memphis City Beautiful Commission
The goal of Memphis City Beautiful Commission is to keep Memphis a beautiful, healthy and safe place to live. Memphis City Beautiful Commission, through public education, programs and services, works to engage individuals to take a greater responsibility for improving their community environments.

Memphis Community Development Enterprise, Inc.
A certified Community Development Entity, as prescribed by the New Market Tax Credit Program administered by the U.S. Department of the Treasury, which provides for the allocation of tax credits to certified Community Development Entities (CDEs) for the establishment of economic development efforts in qualified low income census tracts.

Memphis Housing Authority
Board of Commissioners provides safe and sanitary dwellings to persons of low income at affordable rental rates.

Memphis Landmarks Commission
The general intent of the Commission includes the following specific purposes: a) To promote the educational and cultural welfare of the people of Memphis; b) To preserve and protect the historic and architectural value of significant resources; c) To ensure compatibility and to create an aesthetic atmosphere with local historic districts; d) To foster civic beauty and community pride; e) To stabilize and improve property values and to strengthen the local economy; f) To enhance the city's attractions to tourists and visitors and the support and stimulus to business and industry thereby provided.

Memphis Light Gas & Water Commission
The Memphis Light, Gas and Water Board responsible for providing oversight to the municipal utility system which provides electricity, natural or artificial gas, or water to the citizens of Memphis.

Metro Alarm Review Board
The purpose of the Board is to encourage Alarm Users and Alarm Businesses to maintain operational reliability; properly use Alarm systems; and to reduce or eliminate False Alarm Dispatch Requests.

Pension Board
This Board shall administer the pension plan and trust fund created for the employees of the City of Memphis.

Prevailing Wage Commission
The Prevailing Wage Commission ensures that contracts for the construction, alteration and/or repair of public buildings or public works are awarded to responsible bidders who pay responsible wages to their employees performing work on such contracts.

Public Art Oversight Committee

The Purpose of the Public Art Program is to provide a dedicated funding source for art enhancements to be implemented in selected city capital improvement projects constructed by the city or with city funds, and to provide, through the Urban Art Commission Public Art Oversight Committee.

Solid Waste Planning Region Board
Responsible for the Region's Municipal Solid Waste Plan, annual updates to the Plan, five year updates to the Plan and for reviewing applications for disposal.

Youth Guidance Commission
The mission of the Youth Guidance Commission shall be to study issues relating to youth in the City of Memphis in order to function as an educational, informational and advocacy body through a process including research, reporting and recommendations to the Mayor and City Council in order to enhance opportunities and the quality of life for youth in Memphis.

Memphis and Shelby County Air Pollution Control Board
To grant, deny, or revoke variance applications from the air pollution control code.

Memphis and Shelby County Board of Adjustment
The Memphis and Shelby County Board of Adjustment hears appeals from the administration of zoning adopted pursuant to the enabling legislation allowing the control of land uses.

Memphis and Shelby County Board of Equalization
The Memphis and Shelby County Board of Equalization shall serve as the dispute agency between taxpayers and the assessor, setting a value it believes is fair and equitable. If the taxpayer or assessor disagrees with the board's decision, either party can appeal to the State Board of Equalization.

Memphis and Shelby County Building Code Advisory Board
General interpretations of the Building Code, but it shall not rule on specific cases which have already come under the jurisdiction of the board of appeals, consider the use of new materials or assemblies of materials and recommend inclusion in this code, consider changes Building Code, and act as a liaison between the Office of Construction Code Enforcement and the construction industry.

The Board is established for the purpose of prevention of blighted areas in the city and county.

The Parking Authority of the City of Memphis and County of Shelby (known as the Downtown Parking Authority, or simply as DPA) is a state-chartered parking authority established by the City and County to manage and operate public parking garages in the Downtown area, and to build new ones.  DPA's mission is two-fold:  to use public parking as a catalyst for development, and to insure an adequate supply of public parking in Downtown.

Memphis and Shelby County Electrical Code Advisory Board
The duties of the Electrical Code Advisory Board shall consist of, but not limited to, the following:
1)General interpretations of the Electrical Code, but shall not rule on specific cases which have already come under the jurisdiction of the Board of Appeals
2) Consider the use of new materials or assemblies of materials and recommend inclusion in the Electrical Code.
3) Consider changes in the Electrical Code suggested by changes in the National Electrical Code.
4) Consider and recommend any other proposed changes in the Electrical Code.
5) Act as advisors to the Chief Electrical Inspector, Building Official and the Administrator in any other way in which their services may be requested.
6) Act as liaison between the Office of Construction Code Enforcement and the construction industry.

Memphis and Shelby County Groundwater Control Board
The board will secure, protect, and preserve the quality and quantity of the groundwater within Shelby County.

Memphis and Shelby County Joint Board of Appeals
The Board of Appeals has jurisdiction over the Construction Codes of the City of Memphis and Shelby County.

Memphis and Shelby County Land Use Control Board
To oversee and guide the orderly growth of the City of Memphis and Shelby County through zoning. The board hears and makes decisions on all zoning requests.

Memphis and Shelby County Mechanical Advisory Board
General interpretations of the respective Mechanical and Gas Code, but it shall not rule on specific cases which have already come under the jurisdiction of the Board of Appeals, consider use of new materials, consider changes in the Mechanical and Gas Codes, act as advisors to the Chief Mechanical Inspector, Building Official and the Administrator, and act as liaison between the Office of Construction Code Enforcement and the construction industry.
